Rainer Miller: This is a very sad case of a person whose power was abused. He was sent to the foundation by the FBI and lived in a normal humanoid home. He was forced to do stuff he didn’t want to do so much that he developed mental illness. He is currently in therapy.

The reason I chose this to be the best SCP is because it appears a WHOLE LOT in stories. The O5 Council (ruling council for the SCP foundation) has access to it.
